On February 27, Ni Hong, Minister of the Ministry of Housing and Urban-Rural Development, chaired a symposium on enterprises serving “dual circulation” construction. This symposium deeply studied and implemented General Secretary Xi Jinping’s important exposition on accelerating the construction of a new development pattern with domestic circulation as the main body and domestic and international dual circulation mutually reinforcing each other. It analyzed the construction market situation and listened to opinions and suggestions. The symposium had discussed how to serve “dual circulation” and promote the transformation, upgrading and high-quality development of the construction industry. Jiang Wanrong and Wang Hui, Deputy Ministers of the Ministry of Housing and Urban-Rural Development, attended the meeting. Cai Dianwei, Chairman of HCIG, was invited to participate in and speak on behalf of local state-owned enterprises at the seminar.

At the symposium, the responsible comrades of China International Contractors Association (CHINCA) and the responsible comrades of China State Construction Engineering Corporation, China Communications Construction Group Corporation Limited, HCIG and other participating enterprises made speeches. They respectively introduced the domestic development and “going global” situation of enterprises, and put forward opinions and suggestions on how to better serve “dual circulation”.

The meeting pointed out that building a new development pattern with domestic circulation as the main body and domestic and international dual circulation promoting each other was a major strategic deployment made by the Party Central Committee with Comrade Xi Jinping at the core. As a pillar industry of the national economy, the construction industry was an important part of the domestic circulation and an important starting point for promoting the mutual promotion of domestic and international dual circulation. We must take on new missions, demonstrate new achievements, serve “dual circulation” well, and use practical actions to promote the implementation of the Party Central Committee’s major strategic deployments.

The meeting requested that we must base ourselves on the domestic cycle and do a better job in improving the quality of development. We must take the opportunity of systematically promoting the construction of "Four Good", including good houses, good communities, good communities, and good urban areas to vigorously promote the supply-side structural reform of the construction industry. We must vigorously promote scientific and technological innovation, consolidate world-leading technologies, focus on tackling “bottleneck” technologies, and vigorously promote applicable technologies that benefit the people. We must create a market environment of honesty, trustworthiness and fair competition, provide high-quality construction products to the whole society, and let the people live in better houses.

The meeting emphasized that we must promote domestic and international dual circulation and do a better job in opening up the international market. We must seize the opportunity, improve our ability to develop international markets, and actively create new advantages for participating in international cooperation and competition. At the same time, we must adhere to the linkage of the “two markets” and “two resources” to improve the efficiency and level of “dual circulation”. Construction enterprises must proactively integrate into “dual circulation”, strengthen their confidence and give full play to their advantages. At the same time, we must also strive to be the “vanguard” in implementing the “going global” strategy and promoting high-quality development of the “Belt and Road”, so as to achieve better development in a higher level of opening up to the outside world.

When giving a speech at the seminar, Cai Dianwei said that HCIG must follow the spirit of General Secretary Xi Jinping’s important speech on “building a new development pattern with domestic circulation as the main body and domestic and international dual circulation mutually reinforcing”. We must vigorously expand the domestic market, actively participate in the international market, seize market opportunities while serving the national strategy, seize development opportunities while keeping a close eye on market demand, increase market share while enhancing our own capabilities, and achieve “stability while making progress”. As a leading foreign trade enterprise in Hunan Province, HCIG was also striving to innovate and actively explore new quality productive forces to facilitate the high-quality development of international business. In the next step, HCIG would strive to expand policy effectiveness space and promote the integrated development of industry and trade with the innovative model of “Engineering &Trade Interaction”. Meanwhile, we strive to integrate resources within the province to form more synergies, strengthen teamwork in professional fields, and enhance the international competitiveness of Hunan Province’s “going global” enterprises.
